In a thick bottomed vessel boil the milk and make goa. Mix ghee and baking soda with maida and knead to a dough. Mix goa with this and knead till it gets soft. Set aside for 1 hour. Heat dalda or ghee in a pan. Make very small balls out of the dough and fry them in the hot ghee. Make sugar syrup and add the balls in the syrup.
