Fry rava in 250 gm ghee and mix with 1/2 litre milk. Add salt. Keep mixture aside for 3 1/2 hours so that the milk is completely absorbed by the rava. Shape mixture into small balls and fry in rest of ghee. Cool. Grind sugar to a fine powder and mix with the above. To this add heated ghee and other ingredients. Shape into laddus.
