Heat the ghee to a medium heat in a very thick bottomed vessel and add the flour to it. Mix this flour with the ghee and it will form foams. Remove from heat. In another saucepan, boil the sugar and water until it reaches a string consistency. Add the flour mix to this and mix thoroughly. Keep stirring for about 5 minutes. Add the cardamom, cashews and saffron to the halwa and remove from heat.
