Grind garlic, asafoetida and red chillies into a smooth paste. Powder the pepper. Now mix all the ingredients including the ground paste and powdered pepper and make a thick paste using salt water. Heat oil in the pan. Using the kaara sevu mould drop the dough little by little. When they are golden brown remove them from fire. Continue the process till all the dough is finished.
