Deseed the capsicums and then cut each one into eight pieces. Prepare filling by mixing all ingredients. Divide into 24 portions. Press each portion into the hollow of each capsicum piece. Prepare batter by mixing all the ingredients for covering. Add water and thin batter of coating consistency.
Heat oil, dip each prepared capsicum piece into the batter and deep fry capsicum vada to golden brown. Seve with ketchup or green coriander chutney.
