Chop the onions, seed and shred the capsicum. Peel and slice the tomatoes. Melt butter in a saucepan add the chopped vegetables and cook till tender. Add salt, chilli powder and brown sugar. Strain the juice and keep aside. Mix juice with cream to make 1 1/2 cups ofliquid, add the flour to this juice and cook carefully till thick and well blended. Add the vegetables to the sauce and serve. This makes a good vegetable dish or may be served, spread on toast.
