Soak rice in water for atleast 2 hours. Drain water and dry thoroughly. Grind dried rice unitl finely powdered. Bring milk to boil on high flame, stir continuously to avoid cream forming on top. Reduce heat and add powdered rice and sugar, stirring continuously for 15 minutes till thickened. Remove from heat. Add keora essence and cardamom powder after ooling to room temperature. Pour into bowl and sprinkle grated badam and pista on top. Set under refrigeration for at least 2 hours before serving.
